Pues sí, esencialmente son zombies re-skinneados con temática vegetal, pues comparten patrones de movimiento y de ataque con el resto de los zombies, sólo que el efecto si te agarran sin objeto de defensa es muerte instantánea. Aquí hay un artículo que arroja un poco de luz sobre el tema:

So there I was, I was thinking ‘oh, how are we going to handle this one…’ but then one day I looked at the planning documents of how we were rethinking the story and it was no longer in it.
I was kind of like… “what’s happening here?!” [laughs] I talked to the team and they said well, it’s really hard to make a plant monster in a more realistic atmosphere. We just thought we’d skip it. I told them I needed us to make it work, and that led to a back-and-forth on how to do it for about a year – them saying it couldn’t be done and me as producer saying I wanted it in there. As for how it turned out in the end… we’ll leave it for you to see later! But that’s one of the things I really remember butting heads with the team on for quite a while.
O sea, es un hecho que la inclusión del Ivy fue una cuestión polémica durante el desarrollo del juego, y que quienes querían que estuvieran tuvieron que negociar con los que no querían, y pues este es el resultado: un "Sí, pero en realidad no". Es muy difícil para Capcom hacer que una planta monstruo coexista con la atmósfera realista de una saga sobre viruses que crean zombies y monstruos por doquier, así que lo han terminado convirtiendo en un zombie planta. Seguramente también es muy difícil puesto que una Ivy en serio requeriría animaciones hechas a pulmón, mientras que un zombie planta se mueve por mocap.
Por otro lado, ya me rompo la cara de un facepalm con algunos argumentos que he visto para justificar la ausencia de enemigos del original. "Los cuervos y las arañas no eran enemigos importantes, así que da igual", o "Nadie recuerda a RE2 por los cuervos y las arañas, o por la polilla". Sí, claro, tampoco nadie recordaría RE1 por los cuervos, las arañas, los Chimeras o los Neptune, pues ninguno de esos enemigos era interesante o memorable, y sin embargo todos ellos están presentes en el REmake. Si un enemigo no es interesante, lo suyo sería buscar el modo de hacerlo interesante, no echarlo del juego de una patada.
